The Beaver Scouts was a group of scouts used by Chester to start up his latest business venture, Chester's Beaver Burgers. They later changed their name to Penguin Scouts.
Information
Beaver Scouts wore hats that looked like small beavers on their heads and matching brown uniforms. They used beaver-shaped water vehicles to travel across the rivers and lakes in the area. They believed that flooding the world and being in the Beaver Scouts was the only true way to "beaverdom". They worshipped a gigantic beaver called the Great Beaver, who wanted beavers to rule the world.
History
Penguin Scouts
The group of scouts was tricked by Chester, who was disguised as the Great Beaver, to build a huge beaver dam. Numbuh 2 went undercover into the group as a scout to find out their plan, but was captured when he ran away to tell his team. They placed Numbuh 2 in front of the Great Beaver to be judged, and laughed when Numbuh 2 said his team would rescue him. The scouts put Numbuh 2 and the rest of Sector V in a wooden prison cell, but when the team escaped, the scouts chased after them up the hill. On top of the hill, they found Chester and discovered his evil plan to make burgers out of beavers. The head scout removed a branch from the great dam, causing it to collapse and demolish both Chester's Great Beaver robot and his burger shack. The Beaver Scouts then decided to become Penguin Scouts instead (Operation: S.C.O.U.T.S.).

- The Beaver Scouts is the second group of camping kids that Chester has attempted to use for his evil plans, with the first being the campers in Operation: C.A.M.P.
